I am allowing you to begin operations due <br />to the potential for a drought emergency. The March 1 snow pack in the target area is 70% to 90% <br />below average and the March 1 stream flow forecast for the majority of the target area is much <br />below aver3ge (less than 70%)_ However, the permit is granted provided you publish a notice of <br />intent to modify the weather in the omitted papers as soon as possible, and there are no new <br />unresolved issues. <br />In future years, you will need to submit an updated list of generator operators, a current <br />certificate ofliahility insurance, and the 2% annual operations fee.
