A copy of Permit No. 2000-3 and the Record of Decision for the weather modification
project operated and sponsored by the Grand Mesa Water Enhancement Authority are att!lched for
your records. .
It has taken such a long time to approve your application because we did not get a copy of
the insurance certificate unti11ast Tuesday, and the notice of intent to modify the weather was not
published in two of the adjacent counties as required. I am allowing you to begin operations due
to the potential for a drought emergency. The March 1 snow pack in the target area is 70% to 90%
below average and the March 1 stream flow forecast for the majority of the target area is much
below aver3ge (less than 70%)_ However, the permit is granted provided you publish a notice of
intent to modify the weather in the omitted papers as soon as possible, and there are no new
unresolved issues.
In future years, you will need to submit an updated list of generator operators, a current
certificate ofliahility insurance, and the 2% annual operations fee. Please call me at 303- 866-3441
