<br />S, The area that may reasonably expected to be affected by the proposed project does <br />not overlap any other areas reasonably expected to be affected by other winter <br />weather modification projects in Colorado, <br /> <br />9, Legal notice of intent to modifY weather was published in a timely manner in the <br />official newspaper of Eagle County, and in the official newspapers of the adjacent <br />counties ofSwnmit, Lake, Pitkin, Garfield, Routt, and Grand, [S 36-20-112(1)(e), <br />CRS] <br /> <br />10, A public hearing on the application was held beginning at 1:00 p,m, on Monday, <br />September 25,1995, and ending at 2:30 p,m, in the Community Room of the Vail <br />Public Library, 292 West Meadow Drive, Lionshead, Vail, Colorado. The hearing <br />was conducted in the immediate vicinity of the target area and not more than one <br />week following the completion of publication, The hearing was attended by 2 <br />persons. [S 36-20-112(2), CRS] <br /> <br />11. The project has the potential to generate up to 10,000 acre-feet of additional <br />snowmelt runoff per season, <br /> <br />12, The applicant has shown that significant economic benefits can be obtained by <br />improving the depth of the snow base on opening day, <br /> <br />13, The target areas and the area that may be affected are located on portions of the <br />White River National Forest. A portion of the area south of the Beaver Creek ski <br />area that may be affected is part of the Holy Cross Wilderness Area, but the impact <br />of the project in this area is not expected to be significant. <br /> <br />14. The proposed project is a "ground-based winter cloud seeding" project intended to <br />be operated between the months of November through May of each year, [S 36-20- <br />104(2.5), CRS]- <br /> <br />15. The project is expected to use between 30 and SO pounds of silver iodide per year as <br />the cloud seeding agent. Silver iodide is an inert compound. <br /> <br />16, The proposed project is a commercial project and not a research and development <br />project. <br /> <br />17. Based on the information in the proposed operational plan, testimony provided at the <br />public hearing, and the information and materials reviewed in the administrative <br />record, the proposed weather modification operation: <br /> <br />A. is conceived to provide, and offers promise of providing, an economic benefit <br />to the area in which the operation will be conducted [ S 36-20-112 (3)(a), <br />CRS], <br /> <br />B, is reasonably expected to benefit the people in the area in which the operation <br />will be conducted [ S 36-20-112 (3)(b), CRS], <br /> <br />5 <br />
