The average snowpack will be calculated by averaging the

selected snow courses during January, February, and March. For ":
November or December, percent of average shall be calculated by the
soil Conservation Service Snow Survey Unit. The Snow Survey Unit
has offered to provide Snotel readings to the Department on request:

4. The Applicant shall also suspend. seeding operations where one or
more of the following occurrences take place,:

a. When weather forecasts or actual storms are producing
unusually heavy precipitation amounts that' could '
possibly cont'ribute to avalancpes or severe we~ther
