The Applicant shall consult with the U.S. Forest Service Rocky <br />Mountain Avalanche Forecast Center and inform the Colorado State Highway Patrol <br />(Denver Dispatch Office) when seeding is expected to produce a significant <br />increase in precipitation. <br /> <br />6. A representative of the Applicant designated by the weather <br />modification license holders directing this project shall he aboard all <br />flights performed by the research aircraft. Seeding will occur only in con- <br />junction with the research aircraft flights of the Queenaire or the Learjet. <br />Radio contact will be maintained between the research aircraft and the seeding <br />aircraft and from the research aircraft to ground control. <br /> <br />7. The Applicant shall submit reports on cloud seeding activity: <br /> <br />a. To the Executive Director, at least twice a month: <br /> <br />1. Copies of form WM3 indicating all generator and aircraft <br />seeding operations and a sumruary of the form specifically <br />addressed, in part, to the TERMS AND CONDITIONS of this <br />permit. The Executive Director shall forward said <br />reports to the State Weather Modification Advisory <br />Committee. <br /> <br />2. A copy of the daily Worksheet Decision Summary Notifi- <br />cation Form on which seed/no seed decisions are based <br />(and the form indicating the parameter data intormation <br />requested and utilized in making avalanche suspension <br />decisions) . <br /> <br />b. To at least two newspapers of the broadest circulation in <br />the project area weekly, the names of those newspapers to <br />be forwarded immediately to the Executive Director. <br /> <br />c. To the Colorado State Patrol and the Forest Service Avalanche <br />Forecast Center at least twice a month, summarizing the <br />project's activities and status. <br /> <br />8. <br />coordination <br /> <br />The Applicant shall <br />of this project with <br /> <br />strictly follow the m~n~mUm guidelines for <br />other State weather modification projects: <br /> <br />a. The Applicant shall communicate.weekly with the designated <br />representative of the Department of Natural Resources on <br />all aspects of the cloud seeding operations, including <br />location, time, and rate. Such notice may be communicated <br />by telephone and confirmed in the reports referred to in <br />Paragraph 7 Supra. <br /> <br />b. The Applicant shall also communicate with any other operator <br />authorized to modify the weather in the State during the <br />designated time period when wind directions are such that <br />it is anticipated research seeding might affect other <br />operations or that seeding for another weather modification <br />operation might be expected to affect results of the research <br />project. The Applicant shall obtain current information about cloud <br />seeding programs in neighboring states that might affect <br />results of this program. <br /> <br />d. Indiscriminate seeding activities or overseeding may be <br />grounds for revocation of this permit. <br /> <br />e. Any disputes or conflicts regarding this operation with <br />other operations within or outside Colorado shall be <br />presented to the Executive Director for ~esolution. <br />
