<br />WY 80-3 <br /> <br />DECISION AND PERMIT-Page 3 <br /> <br />15. The project will not adversely affect another"project, subject to <br />the terms and conditions. of the permit. The recommendation of the Weather <br />Modification Advisory Committee supports this finding. <br /> <br />16. The project is designed to mlnlrnlze risk and maximize scientific gains <br />or economic benefits to the residents of the area or the State of Colorado. <br />The recommendation of the Weather Modification Advisory Committee supports <br />this finding. <br /> <br />PERMIT GRANTED <br /> <br />A Weather Modification Permit is hereby issued to the Applicant, such <br />Permit being applicable solely to the operation described in application <br />of October 2, 1979, as modified by the TERMS AND CONDITIONS prescribed below. <br /> <br />TERMS AND CONDITIONS <br /> <br />The permit herein granted is limited and subject to the following terms <br />and conditions: the sole purpose of this project is to advance the state <br />of knowledge of weather m~ification and not to increase the amou~t or <br />degree of precipitation. <br /> <br />1. This permit shall be in force from December 4, 1979 through Decem- <br />ber 31, 1979. As requested by the Applicant, extension to January 31, 1980 <br />will be considered if an extreme sparcity of clouds exists during December. <br />No further hearing will be required. <br /> <br />2. The project area to be seeded is hereby limited strictly to that <br />area set forth in the application as defined by the attached map. The <br />Applicant shall strictly adhere to the project area. The Applicant shall <br />use only those generators set forth on the attached map and shall provide <br />the Executive Director a description of the location of each generator and <br />all equipment to be used in evaluation of this project including precipita- <br />tion guages, ice nuclei counters, wind stations, rawinsonde statio~, <br />K, K. and KO band radar station; with reference to roads, buildings, or <br />other physical landmarks, and the name" mailing address, and telephone <br />number of generator and equipment operators. Any change in location or <br />number of generators must be with the approval of the Executive Director. <br /> <br />3. No research through seeding shall occur when snowpack reaches 150 <br />percent of normal as measured by the Soil Conservation Service at the Dry <br />Lake, Tower, Rabbit Ears, Yampa View, or Thunderhead snowcourse sites or as <br />measured at Steamboat Springs. <br /> <br />The above suspension level was proposed by the Applicant and approved <br />by the State Weather Modification Advisory Committee. <br /> <br />The normal snowpack will be the average water content of the snow- <br />pack for the past 15 years of record for each of the selected snow courses. <br /> <br />4. In addition, no research through seeding shall occur where one <br />or more of the following occurrences take place: <br /> <br />a. When weather forecasts or actual storms are producing <br />unusually heavy precipitation amounts that could possibly <br />contribute to avalanches or severe weather conditions in <br />the project area. <br /> <br />b. Guidance for avalanche and severe storm is set forth in greater <br />detail in Attachment ~ which shall be adhered to by the permittee. <br /> <br />c. When the United States Forest Service Rocky Mountain Avalanche <br />Forecast Center issues the warning "all travelers should use <br />extreme cautionll in the project area. <br /> <br />d. When the Executive Director specifies that seeding should be <br />suspended. <br />
