<br />WY 80-3 <br /> <br />DECISION AND PERMIT-Page 2 <br /> <br />3. The nature of the proposed program is to undertake a research weather <br />modification program within the project area to provide valuable information <br />on the transport and diffusion of seeding materials in the atmosphere, the <br />understanding of cloud processes and changes which result from cloud seeding <br />and to evaluate the specific changes in seeded clouds as. compared to non- <br />seeded clouds. <br /> <br />4. The Applicant has demonstrated that the persons in control of the project <br />received valid weather modification licenses and those persons are Lewis O. <br />Grant and Vernon C. Leverson. <br /> <br />5# The applicable permit fee is $100.00 <br /> <br />6. As an agency of the State of Colorado, the Applicant is not required to <br />furnish proof of financial responsibility . <br /> <br />7. The Applicant has submitted an operation plan for the proposed project <br />which plan meets the requirements of CRS 1973, 36-20-112 (1) (d) and which <br />is incorporated into these findings by reference. <br /> <br />8. The Applicant issued a Notice of Intent to modify the weather pursuant <br />to the above-said hearing in conformance with eRS 1973 36-20-112 (1) (e). <br /> <br />9. Said Notice of Intent was circulated to County Commissioners and news- <br />papers in the following manner: <br /> <br />a. Notice of Intent and Permit applications were on file in the <br />office of the Routt County Commissioners; the office of the <br />Atmospheric Science Department, Colorado State University; <br />and the office of the Executive Director, Department of <br />Natural Resources, 1313 Sherman Street, #718, Denver, Colorado <br />80203. <br /> <br />b. Notice of permit application and the scheduled hearing was <br />circulated and published in newspapers in eight counties: <br />Steamboat Pilot, Eagle Valley Enterprise, Summit County <br />Journal, Craig Daily Press, -Sky Hi News-:- Granby I Meeker <br />Herald, Jackson County Star, Glenwood Springs Post. <br /> <br />10. The Applicant has met the requirements of the Weather Modification Act <br />regarding publication. <br /> <br />11. The project is reasonably expected to benefit people in the area <br />and benefit the people of the State of Colorado. The recommendation of the <br />Weather Modification Advisory Committee supports this finding. <br /> <br />12. The project is designed for and offers promise of expanding the <br />knowledge and the technology of weather modification. The recommendation <br />of the Weather Modification -Advisory Committee supports this finding. <br /> <br />13. The project does not involve a high degree of risk of substantial <br />harm to land, people, health, safety, property, or the environment. The <br />recommendation of the Weather Modification Advisory Committee supports <br />this finding. <br /> <br />14. The project, subject to the terms and conditions of the permit, is <br />designed to include adequate safeguards to prevent substantial harm to <br />land, water rights, people, health, safety, or to the environment. The <br />recommendation of th~ Weather Modification Advisory Committee supports this <br />finding. <br /> <br />" <br />
