Generators shall be operated only under wind conditions specified <br />in Attachment D. <br /> <br />6. The selection of suitable clouds for seeding operations will be <br />based on an evaluation of multiple meteorological and cloud physics <br />parameters as defined in Attachment B. <br /> <br />7. Applicant shall suspend seeding operations if snow moisture content <br />reaches one or more of the following: <br /> <br />a. 150~ of snowpack average during the months of November, <br />December, or January; <br /> <br />b. 140~ of February snowpack average during the month of February; <br /> <br />c. 135~ of March snowpack average during the month of March. <br /> <br />Average snowpack for determining suspension will be calculated by <br />averaging snowpack readings for water content from representative snow <br />course and SNOTEL sites in the project area as calculated by the Soil <br />Conservation Service Snow Survey Unit. The sites shall be selected by <br />the Department of Natural Resources and the Contractor. <br /> <br />8. Applicant shall suspend seeding operations if: <br /> <br />a. Weather forecasts or actual storms produce unusually heavy <br />precipitation that could contribute to avalanches or severe <br />weather conditions in the project area; <br /> <br />b. The Colorado Avalanche Information Center issues an avalanche <br />forecast warning in the project area; <br /> <br />c. The Executive Director orders suspension of seeding. <br /> <br />9. Applicant shall consult with the Colorado Avalanche Information <br />Center prior to seeding and inform the Colorado State Highway Patrol <br />(Denver Dispatch Office) when seeding occurs. <br /> <br />10. Applicant shall submit reports on cloud seeding activity: <br /> <br />a. Copies of form WK3 - indicating all generator operations and <br />the intended results bi-weekly: <br /> <br />to the Department of Natural Resources <br />
