The operational plan for the project meets the requirements of c.R.s.4 <br />36-20-112(1)(d) and is incorporated into these findings by reference. <br /> <br />8. The project is conceived to provide and offers promise of providing <br />economic benefit to the area in which the operation will be conducted. <br /> <br />9. The project can be reasonably expected to benefit people in the area <br />and benefit the people of the State of Colorado. <br /> <br />10. The project is scientifically and technically feasible. <br /> <br />11. The project does not involve a high degree of risk of substantial <br />harm to land, people, health, safety, property, or the environment. <br /> <br />12. The project, under the terms and conditions of the permit, is <br />designed to include adequate safeguards to prevent substantial harm to <br />land, people. health. safety, property, or the environment. <br /> <br />13. The project, under the terms and conditions of the permit, will not <br />adversely affect another project. <br /> <br />14. The project is designed to minimize risk and maximize scientific <br />gains or economic benefits to the residents of the area or the State of <br />Colorado. <br /> <br />TERMS AND CONDITIONS <br /> <br />The permit is limited by and subject to the following terms and <br />conditions: <br /> <br />1.
