<br />DECISION AND PERMIT - Page Four <br /> <br />WY83-1 <br /> <br />The normal snowpack will he the average water content of the snowpack for the <br />past 15 years of record for each of the selected snow courses from <br />January 1st to April 1st. For November and December, pre cent of average <br />shall be calculated by the Soil Conservation Service Snow Survey Unit. The <br />ski areas and the Snow Survey Unit have offered to provide~lo(al or SNOTEL <br />readings to the D~partment on request. <br /> <br />6. The Applicant shall also suspend seeding operations where one or more of <br />the following occurrences take place: <br /> <br />a. When weather forecasts or actual storms are producing unusually <br />heavy precipitation amounts that could possibly contribute to <br />avalanches or severe weather conditions in the project area. <br /> <br />b. When the United States Forest Service Rocky Mountain Avalanche <br />Forecast Center issues the warning "all travelers should use <br />extreme caution" in the project area. <br /> <br />c. When the Executive Director specifies that seeding should be <br />suspended. The Applicant shall consult with the U.S. Forest <br />Service Rocky Mountain Avalanche Forecast Center prior to seeding <br />and inform the Colorado State Highway Patrol (Denver Dispatch <br />Office) when seeding occurs. <br /> <br />8. The Applicant shail submit reports on cloud seeding activity: <br /> <br />a. To the Executive Director, at least twice a month: <br /> <br />1. Copies of form WM3 - indicating all generator operations and <br />the intended results and a summary of the form specifically <br />addressed, in part, to the TERMS AND CONDITIONS of this <br />permit. The Executive Director shall forward said reports to <br />the State Weather Modification Advisory Committee. <br /> <br />2. A copy of the daily Worksheet Decision Summary Notification <br />Form on which seed/no seed" decisions are based and the form <br />indicating the parameter data information requested and <br />utilized in making avalanche suspension decisions. <br /> <br />b. To four newspape~s of the broadest circulation in the project area, <br />at least twice a month, the names of those newspapers to he <br />forwarded immediately to th Executive Director: <br /> <br />1. A summary of form WM3 indicating on which days and from which <br />generators seeding occurred in the project area and the <br />intended results. <br /> <br />c. To the Colorado State Patrol and the Forest Service Avalanche <br />Forecast Center at least twice a month, summarizing the project's <br />activities and status. <br /> <br />d. To the Executive Director as specified in 36-20-117(3) a written <br />final operational report and a written final report, evaluating the <br />project, or an annual operational report and an annual project <br />evaluation, as the case may be. A final operational report along <br />with a preliminary scientific evaluation of the project shall be <br />fiiled no later than thirty days after the completion of the <br />project. A final complete scientific eva'1uation of the project <br />shall be filed no later than one hundred eighty days after the <br />completion of the project. An annual summary report shall be filed <br />sixty days prior to the renewal of a permit under the provisions of <br />section 36-20-114(2). All such reports are declared to be public <br />records subject to the provisions and limitations of part 2 of <br />article 72 of title 24. C.R.S. 1973. <br />
