The Applicant shall strictly follow the m1n~mum guidelines for <br />coordination of this project with other State weather modification projects: <br /> <br />a. <br /> <br />The Applicant shall co~unicate each day seeding occurs with the <br />designated representative of the Department of Natural Resources on <br />all aspects of the cloud seeding operations. including location, <br />time, and rate. Such notice may be communicated by telephone and <br />confirmed in the reports referred to in Paragraph 6 Supra. <br /> <br />b. <br /> <br />The Applicant shall also communicate both before and after cloud <br />seeding operations wieh any other operator authorized to modify the <br />weather in the State during the designated time period. Said <br />communications can be made by telephone but shall be confirmed in <br />writing. <br /> <br />c. <br /> <br />The applicant shall obtain current information about cloud seeding <br />programs in neighboring states that might affect seeding rates and <br />conditions of this program. <br /> <br />d. <br /> <br />lndiscriminate seeding activities or overseeding may be grounds for <br />revocation of this permit. <br /> <br />e. <br /> <br />Any disputes or conflicts regarding this operation with other <br />operations within or outside Colorado shall be presented to the <br />Execueive Director for resolution. <br /> <br />10. The App~ic8nt shall participate with the Project Advisory Council <br />established by the Department of Natural Resources in accordance with this <br />paragraph. <br /> <br />a. <br /> <br />A local Project Council will be selected by the Department to <br />periodically review the cloud seeding operation and give ,dvice <br />aspects of the operation. ~ <br /> <br />on <br /> <br />b. The Director will encourage participation by people of varying <br />views on cloud seeding and living both within and outside the <br />target areas. Participation shall be sought from such areas of <br />interest as state and local government, ranching, farming, mining, <br />timbering, parks and wildlife, skiing and recreational interests, <br />energy development, water conservation boards, religious <br />organizations, newspapers) radio and television. Citizens are <br />urged to write to the Director indicating their background and <br />reasons for wanting to participate. <br /> <br />Minutes of Council meetings shall be available in the office of the <br />Executive Directorl Department of Natural Resources. <br /> <br />11. The Applicant shall submit Proof of Financial Responsibility through a <br />prepaid insurance policy of $1 million in accordance with the provisions of <br />CRS 1973. 36-20-112(1)(c) before this permit is valid. This amount may be <br />adjusted by the Executive Director. <br /> <br />12. The State reserves the right to audit the books and records of the <br />Applicant. Said right to audit shall extend for a period of two years after <br />the termination date of this permit. <br />
