<br />DECISION AND PERMIT - Page Three <br /> <br />WY83-1 <br /> <br />PERMIT GRANTED <br /> <br />A Weather Modification Permit is hereby issued to the ApplicantJ such <br />Pe~it being applicable solely to the operation described in the renewal <br />application dated September 2, 1982 as modified by the TERMS AND CONDITIONS <br />prescribed below. <br /> <br />TERMS AND CONDITIONS <br /> <br />The permit herein granted is limited by and subject to the fOllowing <br />terms and conditions: <br /> <br />1. This permit shall be in force: November 1. 1982 until March 31, 1983 for <br />drainages around the VailJ Beaver CreekJ Copper MountainJ Keystone/Arapahoe <br />and Winter Park ski areas and December 1, 1982 until March 31, 1983 for the <br />upper drainages of the Homestake Basin. <br /> <br />2. Although no impacts from seeding are expected to occur in the Leadville <br />area, no generator shall be operated under conditions when the plume might be <br />expected to reach Leadville. <br /> <br />3. The project area to be seeded is hereby limited strictly to that area set <br />forth in the application as defined by the map submitted at the public <br />meeting October 2lJ 1981 (Exhibit A) and specified at the public meeting in <br />Vail September 29, 1982. The Applicant shall strictly adhere to the project <br />area. The applicant shall use only those generators set forth on Attachment <br />C. Generators shall be operated only under wind conditions specified in <br />Attachment D. The Applicant shall provide the Executive Director a <br />description of the location of each generator, with reference to roads, <br />buildings, or other physical landmarks, and the nameJ mailing address, and <br />telephone number of each generator operator. Any change in location or <br />number of generators must be with the approval of the Executive Director. <br /> <br />4. The selection of suitable cloud seeding systems for seeding operations <br />will be based on an evaluation of multiple meteorological and cloud physics <br />parameters. Seeding criteria will be adhered to as set forth in Attachment B. <br /> <br />5. To reduce likelihood of spring flooding from increased snowmelt from snow <br />developed by cloud seeding, the Applicant shall suspend seeding operations <br />when one or more of the fOllowing occurrences take place: <br /> <br />a. When the snowpack reaches 150% of NovemberJ DecemberJ or January <br />snowpack average during the months of November, DecemberJ or <br />January respectively <br /> <br />b. When the snowpack reaches 140% of February snowpack average during <br />the month of February <br /> <br />c. When the snowpack reaches 135% of March snowpack average during the <br />month of March <br /> <br />The above suspension levels were appr~ved by the State Weather <br />Modification Advisory committee. <br /> <br />Average snowpack will be calculated by averaging the actual Soil <br />Conservation Service snowpack readings for water content from representative <br />snow sites in the project area. The sites shall be selected by the Executive <br />Director and the Contractor. Monthly reports from each snow course listing <br />the current snowpack readings shall be forwarded to the Executive Director. <br />
