9. The project is conceived to provide and offers promise of providing
economic benefit to the area in which the operation will be
conducted.

10. The project can be reasonably expected to benefit people in the area
and benefit the people of the state of Colorado.

11. The project is scientifically and technically feasible.

12. The project does not involve a high degree of risk of substantial
harm to land, people, health, safety, property. or the environment.

13. The project, under the terms and conditions of the permit, is
designed to include adequate safeguards to prevent substantial harm
to land, people, health, safety, property, or the environment.

14. The project, under the terms and conditions of the permit, will not
adversely affect other weather modification projects.

15. The project is designed to minimize risk and maximize scientific
gains or economic benefits to the residents of the area or to the
State of Colorado.

TERMS AND CONDITIONS

The permit is subject to the following terms and conditions:

1. Effective dates are 15 November 1985 through 31 March 1986.

2. The project target area (as shown on the map submitted with the
application for permit) is limited to the headwaters region of the
Animas, Dolores, La Plata and Mancos Rivers. Included in the target
area are San Juan, eastern Dolores, northeastern Montezuma, and
northwestern La Plata Counties. Small portions of San Miguel, Ouray
and Hinsdale Counties might also be affected.

3. Clouds to be seeded will be selected according to the meteorological
and cloud physics parameters shown in Attachment 8. Procedures for
determining seeding rate are on file with the DNR.

4. Seeding will be conducted only under conditions when seeding is
likely to be beneficial.
