The project is conceived to provide and offers promise of providing <br />economic benefit to the area in which the operation will be <br />conducted. <br /> <br />10. The project can be reasonably expected to benefit people in the area <br />and benefit the people of the state of Colorado. <br /> <br />11. The project is scientifically and technically feasible. <br /> <br />12. The project does not involve a high degree of risk of substantial <br />harm to land, people, health, safety, property. or the environment. <br /> <br />13. The project, under the terms and conditions of the permit, is <br />designed to include adequate safeguards to prevent substantial harm <br />to land, people, health, safety, property, or the environment. <br /> <br />14. The project, under the terms and conditions of the permit, will not <br />adversely affect other weather modification projects. <br /> <br />15. The project is designed to minimize risk and maximize scientific <br />gains or economic benefits to the residents of the area or to the <br />State of Colorado. <br /> <br />TERMS AND CONDITIONS <br /> <br />The permit is subject to the following terms and conditions: <br /> <br />1. Effective dates are 15 November 1985 through 31 March 1986. <br /> <br />2. The project target area (as shown on the map submitted with the <br />application for permit) is limited to the headwaters region of the <br />Animas, Dolores, La Plata and Mancos Rivers. Included in the target <br />area are San Juan, eastern Dolores, northeastern Montezuma, and <br />northwestern La Plata Counties. Small portions of San Miguel, Ouray <br />and Hinsdale Counties might also be affected. <br /> <br />3. Clouds to be seeded will be selected according to the meteorological <br />and cloud physics parameters shown in Attachment 8. Procedures for <br />determining seeding rate are on file with the DNR. <br /> <br />4. Seeding will be conducted only under conditions when seeding is <br />likely to be beneficial. <br />
