<br />, <br /> <br />3. Seeding will be conducted only under conditions when seeding is likely to be <br />beneficial in the target area. <br /> <br />4. Not more than fifteen (15) ground based generators shall be used. The <br />permittee shall provide the Director of the Colorado Water Conservation <br />Board (the Director) with a description of the specific location of each <br />generator, with reference to roads, buildings, or other physical landmarks, and <br />the name, address, and telephone number of each operator before seeding <br />co=ences in each year. Any subsequent change in the number or location <br />of generators or of operators shall require the prior written approval of the <br />Director. <br /> <br />5. The permittee shall suspend seeding operations if the average of the <br />snowpack accumulations at the snow- courses selected to represent the target <br />area exceeds: <br /> <br />a. 175% of normal on January 1st, <br /> <br />b. 160% of normal on February 1st, <br /> <br />c. 150% of normal on March 1st, <br /> <br />d. 140% of average on April 1st, and <br /> <br />e. 135% of average on May 1st. <br /> <br />Snowpack accumulation will be monitored from snow survey measurements <br />as conducted by the U.S. Soil Conservation Service. <br /> <br />Average snowpack will be calculated as the unweighted average of the water <br />content of the snowpack for the 30-year base period from 1961 to 1990 at the <br />identified snowcourses.
