3. Seeding will be conducted only under conditions when seeding is likely to be
beneficial in the target area.

4. Not more than fifteen (15) ground based generators shall be used. The
permittee shall provide the Director of the Colorado Water Conservation
Board (the Director) with a description of the specific location of each
generator, with reference to roads, buildings, or other physical landmarks, and
the name, address, and telephone number of each operator before seeding
co=ences in each year. Any subsequent change in the number or location
of generators or of operators shall require the prior written approval of the
Director.

5. The permittee shall suspend seeding operations if the average of the
snowpack accumulations at the snow- courses selected to represent the target
area exceeds:

a. 175% of normal on January 1st,

b. 160% of normal on February 1st,

c. 150% of normal on March 1st,

d. 140% of average on April 1st, and

e. 135% of average on May 1st.

Snowpack accumulation will be monitored from snow survey measurements
as conducted by the U.S. Soil Conservation Service.

Average snowpack will be calculated as the unweighted average of the water
content of the snowpack for the 30-year base period from 1961 to 1990 at the
identified snowcourses. The following snowcourses shall be monitored for
compliance with the above suspension criteria:
