<br />6. The permittee shall not undertake, or shall suspend, seeding operations if: <br /> <br />a. Weather forecasts or actual storms produce unusually heavy <br />precipitation that could contribute to avalanches or severe weather <br />conditions in the project area, <br /> <br />b. The Colorado Avalanche Information Center issues an avalanche <br />forecast warning in the target area, or <br /> <br />c. The Director orders suspension of seeding for any reason. <br /> <br />7. Although no significant impacts from seeding are expected to occur in Rocky <br />Mountain National Park, generator operations shall be carefully controlled <br />to avoid artificial increases in snowfall in the park. The licensed operators <br />and project sponsor, in cooperation with the National Park Service, shall <br />develop a continuing monitoring program to detect and evaluate any <br />downwind impacts. The monitoring program shall include, as a minimum, <br />the following elements: <br /> <br />a. the establishment of a control area that lies within the same weather <br />patterns as the target area, but is unaffected by the cloud seeding <br />operation, <br /> <br />b. monitoring of precipitation changes within the park, either through <br />snowpack or stream flow measurements, and <br /> <br />c. routine reporting to the National Park Service. <br /> <br />Following the first year of operation, but no later than the 30 days prior to <br />the beginning of the second year of cloud seedip...g operations, the applicant <br />shall propose for consideration by the Director a methodology and a <br />maximum level of change at specific long term recording stations in <br />downwind areas beyond which the cloud seeding operation shall be <br />suspended. <br /> <br />8. The permittee shall inform and consult with the Colorado Avalanche <br />Information Center and the Colorado State Highway Patrol (Denver <br />Dispatch Office) prior to commencing seeding operations each year. <br /> <br />9. The permittee shall prepare and maintain the following written reports: <br /> <br />a. A current daily log of operations, which includes the information <br />required by Form WM3 (copy attached), information on which <br />seed/no seed decisions are based, and information utilized in making <br />avalanche suspension decisions, shall be maintained by the permittee <br />at its offices. <br /> <br />3 <br />
