<br />58 <br /> <br />1 for the evaluation of the environmenal effects of the project <br /> <br />2 as called for in this Act. <br />3 Section 36-20-112(1) (d) is also relevant in that <br /> <br />( a requirement for approval of a scientific or research pro- <br /> <br />S ject is that it be designed for and offers promise of expand- <br /> <br />S ing the knowledge and technology of weather modification. <br />7 The application indicates compliance with these <br /> <br />8 requirements insofar as precipitation and meteoralugical data <br /> <br />9 are concerned, but we do not see an indication that knowledge <br /> <br />10 of other environmental effects will be expended. Also, we <br /> <br />11 note that no monitoring program to measure the effects of <br /> <br />12 precipitation changes has been provided. <br />13 Of further concern to us are the implications <br />1( for a long-term project, even though the application is only <br />J5 for the period of February 1 to April 30, 1977. The opera- <br />16 tion plan in subsection d sta,tes -~ and I quote: <br /> <br /> <br />17 "Since this will be the first year for' this <br /> <br /> <br />18 program [and then it continuesJ it will take <br /> <br /> <br />19 several seasons of operations to gather suffi,- <br /> <br />20 cient data to evaluate precipitation changes <br />21 within the project area with a reasonable <br /> <br />22 statistical degree of confidence. An operational <br /> <br />23 report will be furnished the client and the <br />2( Director of Natural Resources fOllowing each <br /> <br />25 seeding season." <br />
