<br />57 <br /> <br />1 <br /> <br />hazards of the area. <br /> <br />2 <br /> <br />We want to assure that the project properly <br /> <br />3 <br /> <br />addresses these concerns, especially for that portion of the <br /> <br />- <br />4 impact area located within the Weminuche Wilderness. Now, <br /> <br />5 because of the special purposes and provisions established <br /> <br />6 by Congress regarding wilderness areas, the Forest Service <br /> <br />7 recommends that weather modification proposals affecting <br /> <br />S wilderness be approved only if the proponent can: <br /> <br />9 One, demonstrate through a valid, scientific <br /> <br />10 analysis that the proposed activities will not produce per- <br /> <br />11 manent, substantial changes in natural conditions attributabl <br /> <br />12 to those activities, and <br /> <br />13 TWo, assure that the proposal does not include <br /> <br />1( any feature that might reasonably be expected to produce <br /> <br />J5 conditions incompatible in appearance with the wilderness <br /> <br />16 environment or reduce its value for recreation, scenic, <br /> <br />17 scientific, educational, conservation or historical use. <br /> <br />IS The Forest Service policy in this regard is <br /> <br />19 supported by Section 36-20-112 (1) (d) of the Colorado Weather <br /> <br />~ Modifications Act of 1972, which states that the holder of <br /> <br />21 the permit must, among other things, submit a statement show- <br /> <br />22 ing any expected effect upon the environment and methods of <br /> <br />23 determining and evaluating these effects. <br /> <br />2( Subsectionc.5, of the Operational Plan attached <br /> <br />~ to the application does not list any methods or techniques <br />
