Our concern here is that the issu- <br /> <br />S ance of this permit may be acquiescing to a long-term weather <br /> <br />9 modification project without full evaluation or provision to <br /> <br />10 determine effects of such a project. <br /> <br />11 We, strongly recommend that monitoring of increase <br /> <br /> <br />12 precipitation effects on the biotic and physical environment <br /> <br /> <br />13 be provided as a part of this project.
