<br />DECISIDN AND PERMIT-Page Four <br /> <br />WYB2-3 <br /> <br />4. In addition, no research through seeding shall occur where one <br />or more of the following occurrences take place: <br /> <br />a. When weather forecasts or actual storms are producing <br />unusually heavy precipitation amounts that could <br />possibly contribute to avalanches or severe weather <br />conditions in the project area. <br /> <br />b. When the United States Forest Service Rocky Mountain <br />Avalanche Forecast Center issues the warning "all <br />travelers should use extreme cautionll in the project <br />area. <br /> <br />c. When the Executive Director specifies that seeding <br />should be suspended. <br /> <br />d. When the local Research Project Citizen Advisory <br />Committee requests that research seeding not be <br />conducted. <br /> <br />5. The Applicant shall consult with the U.S. Forest Service Rocky <br />Mountain Avalanche Forecast Center and inform the Duty Officer, . <br />Communications. Center, Colorado State Patrol when seeding is <br />expected to produce a significant increase in precipitation. <br /> <br />6. A representative of the Applicant designated by the weather <br />modification license holders directing this project shall be aboard <br />all flights performed by the research aircraft. Seeding will occur <br />only in conjunction with the research aircraft flights of the King <br />Air, Cheyenne, the twin engine aircraft or the two ground <br />generators. Radio contact will be maintained between the research <br />aircraft and the seeding aircraft and from the research aircraft to <br />ground control. <br /> <br />7. The Applicant shall submit reports on cloud seeding activity; <br /> <br />a. To the Executive Director, at least twice a month: <br /> <br />1. Copies of form WM3-indicating all generator <br />operations and the intended results and a summary <br />of the form speCifically addressed, in part, to <br />the TERMS AND CONDITIONS of tois permit. <br /> <br />2. A copy of the daily Worksheet Decision Summary <br />Notification Form on which seed/no seed decisions <br />are based (and the form indicating the parameter <br />data information requested and utilized in making <br />avalanche suspension decisions). <br /> <br />b. To at least two newspapers of the broadest circulation <br />in Routt and Jackson counties weekly, the names of <br />those newspapers to be forwarded immediately to the <br />Executive Director. <br /> <br />c. To the Colorado State Patrol and the Forest Service <br />Avalanche Forecast Center at least twice a month, <br />summarizing the project1s activities and status. <br /> <br />Page Four <br />
