<br />DECISION AND PERMIT-Page Five <br /> <br />WY82-3 <br /> <br />8. The Applicant shall strictly follow the minimum guidelines for <br />coordination of this project with other State weather modification. <br />projects: <br /> <br />a. <br /> <br />The Applicant shall communicate weekly with the <br />designated representative of the Department of Natural <br />resources on all aspects of the cloud seeding <br />operations, including location, time, and rate. Such <br />notice may be communicated by telephone and confirmed <br />in the reports referred to in Paragraph 7 Supra. <br /> <br />The procedures outlined in Attachment A shall be <br />followed by the operators licensed to conduct the CSU <br />research project and the Western Weather Consultants, <br />Inc. commercial project in the Central mountains. <br />When conditions are such that seeding for the CSU <br />research project might affect precipitation in the <br />area of the Central Mountain commercial project <br />conducted by Western Weather Consultants, Inc. or that <br />seeding conducted for the Central Mountain commercial <br />project might affect precipitation or research results <br />in the area of the CSU project, the licensed operators <br />of both projects shall consult prior to seeding in the <br />potentially affected area. In addition, for seeding <br />coordination, CSU shall notify Western Weather <br />Consultants twelve hours in advance of planned <br />research flights. <br /> <br />The Applicant shall also communicate with any other <br />operator authorized to modify the weather in the State <br />during the designated time period when wind directions <br />are such that it is anticipated research seeding might <br />affect other operations or that seeding for another <br />weather modification operation might be expected to <br />affect results of the research project. Said <br />communications can be made by telephone but shall be <br />confirmed in writing. <br /> <br />b. <br /> <br />c. <br /> <br />d. <br /> <br />The Applicant shall obtain current information about <br />cloud seeding programs in neighboring states that <br />might affect seeding rates and conditions of this <br />program. <br /> <br />Indiscriminate seeding activities or overseeding may <br />be grounds for revocation of this permit. <br /> <br />Any disputes or conflicts regarding this operation <br />with other operations within or outside Colorado shall <br />be presented to the Executive Director for resolution. <br /> <br />9. The Applicant shall consult with the Research Project Citizen <br />Advisory Committee comprised of the three Routt County <br />Commissioners, a Jackson County Commissioner, a representative of <br />the Steamboat Springs Ski Area and an at-large representative. The <br />Routt County Commissioners shall select those representatives in <br />addition to themselves. Arrangements for this Committee shall be <br />the responsibility of Colorado State University. Minutes of all <br />meetings shall be mailed to the office of Executive Director, <br />Colorado Department of Natural Resources. <br /> <br />e. <br /> <br />f. <br /> <br />Page Five <br />
