The project does not involve a high degree of risk of <br />substantial harm to land, people, health, safety, property, or the <br />environment. The recommendation of the Weather Modification <br />Advisory Committee supports this finding. <br /> <br />14. The project, subject to the terms and condition of the permit, <br />is designed to include adequate safeguards to prevent substantial <br />harm to land, people, health, safety, property, or the environment. <br />The recommendation of the Weather Modification Advisory Committee <br />supports this finding. <br /> <br />15. The project will not adversely affect another project, subject <br />to the terms and conditions of the permit. The recommendatlon of <br />the Weather Modification Advisory Committee supports this finding. <br /> <br />16. The project is designed to minimize risk and maximize <br />scientific gains or economic benefits to the residents of the area <br />or the State of Colorado. The'recommendation of the Weather <br />Modification Advisory Committee supports this finding. <br /> <br />PERMIT GRANTED <br /> <br />A Weather Modification Permit is hereby issued to the <br />Applicant, such Permit being applicable solely to the operation <br />described in the application of September 30, 1981 as modified by <br />the TERMS AND CONDITIONS prescribed below. <br /> <br />TERMS AND CONDITIONS <br /> <br />The permit herein granted is limited by and subject to the <br />following terms and conditions: the sole purpose of this project is <br />to advance the state of knowledge of weather modification and not to <br />increase the amount or degree of precipitation. <br /> <br />1. This permit shall be in force from December 1, 1981 through <br />January 31, 1982. <br /> <br />2. The project area to be seeded is hereby limited strictly to that <br />area set forth in the application as defined by the attached map. <br />The Applicant shall strictly adhere to the project area. The <br />applicant shall use only those generators set forth on the attached <br />map and shall prOVide the Executive Director a description of the <br />location of each generator and all equipment to be used in <br />evaluation of this project including precipitation gauges, ice <br />nuclei counters, wind stations, rawinsonde station, KV and C Band <br />radar stations; with reference to roads, buildings, or other <br />phYSical landmarks, and the name, mailing address, and telephone <br />number of generator and equipment operators. Any change in location <br />or number of generators must be with the approval of the Executive <br />Director. <br /> <br />3. No seeding which might result in augmenting snowpack shall occu, <br />when snowpack reaches 150 percent of normal as measured by the Soil\ <br />Conservation Service at Steamboat Springs or nearby snowcourses. <br /> <br />The above susension level was proposed by the Applicant and <br />approved by the State Weather Modification Advisory Committee. <br /> <br />The normal snowpack will be the average water content of <br />the snowpack for the past 15 years of record for each of the <br />selected snow courses. <br /> <br />Page Three <br />
