<br />OECISION ANO PERMIT-Page Two <br /> <br />WY82-3 <br /> <br />2. The research project is' made possible by the National Science <br />Foundation, the Bureau of Reclamation, and the State of Colorado. <br /> <br />3. The nature of the proposed program is to more precisely document <br />and define natural and modified physical processes that occur in <br />Rocky Mountain orographic clouds. Specific objectives are: <br /> <br />o to study the transport and diffusion of seeding <br />materials in the atmosphere <br /> <br />o to improve the understanding of cloud processes and <br />changes which result from cloud seeding <br /> <br />o to evaluate the specific changes in seeded clouds as <br />compared to non-seeded clouds. <br /> <br />4. The Applicant has demonstrated that the persons in control of <br />the project received valid weather modification licenses and those <br />persons are Lewis O. Grant and Robert M. Rauber. <br /> <br />5. The applicable permit fee is $100.00. <br /> <br />6. As an agency of the State of Colorado, the Applicant is not <br />required to furnish proof of financial responsibility. <br /> <br />7. The Applicant has submitted an operational plan for the proposed <br />project which plan meets the requirements of CRS 1973, <br />36-20-112(1)(d) and which is incorporated into these findings by <br />reference. <br /> <br />8. The Applicant issued a Notice of Intent to modify the weather <br />pursuant to the above-said hearing in conformance with CRS 1973 <br />36-20-ll2(1)(e). <br /> <br />9. Said Notice of Intent was circulated to County Commissioners and <br />newspapers in the following manner: <br /> <br />a. Notice of Intent and Permit applications were on file <br />in the office of the Routt County Commissioners; the <br />office of the Atmospheric Science Oepartment, Colorado <br />State University; and the office of the Executive <br />Director, Department of Natural Resources, 1313 <br />Sherman Street, #718, Denver, Colorado 80203. <br /> <br />b. Notice of permit application and the scheduled hearing <br />was circulated and published in newspapers in eight <br />counties: Steamboat Pilot, Eagle Valley Enterprise, <br />Summit County Journal, Craig Daily Press, Ski Hy <br />News-Granby, Meeker Herald, Jackson County Star, <br />Glenwood Springs Post. <br /> <br />10. The Applicant has met the requirements of the Weather <br />Modification Act regarding publication. <br /> <br />11. The project is reasonably expected to benefit people in the area <br />and benefit the people of the State of Colorado. The recommendation <br />of the Weather Modification Advisory Committee' supports this finding. <br /> <br />12. The project is designed for and offers promise of expanding the <br />knowledge and the technology of weather modification. The <br />recommendation of the Weather Modification Advisory Committee <br />supports this finding. <br /> <br />Page Two <br />
