<br />DECISION AND PERMIT-Page Three <br /> <br />WY82-2 <br /> <br />TERMS AND CONDITIONS <br /> <br />The permit granted herein is limited by and subject to the <br />following termS and conditions: <br /> <br />1. This ~ermit shall be in force from November IS, 1981 until <br />March 31, 1982. <br /> <br />2. No generator shall be operated under wind conditions when the <br />plume would be directed to Silver ton. <br /> <br />3. The project area to be seeded is hereby limited strictly to that <br />area set forth in the application as defined by the map submitted at <br />the public meeting October 16, 1980(Exhibit A). The Ap~licant shall <br />strictly adhere to the project area. The Applicant shall use only <br />those generators set forth on Attachment C. Generators shall be <br />operated only under wind conditions specified in Attachment D. The <br />applicant shall provide the Executive Director a description of the <br />location of each generator, with reference to roads, buildings, or <br />other physical landmarks, and the name, mailing address, and <br />telephone number of each generator operator. Any change in location <br />or number of generators must be with the approval of the Executive <br />Director. <br /> <br />4. The selection of suitable cloud seeding systems for seeding <br />operations will be based on an evaluation of multiple meteorological <br />and cloud physics parameters. Seeding criteria will be adhered to as <br />set forth in Attachment B. <br /> <br />5. To reduce likelihood of spring flooding from increased snowmelt <br />from snow developed by cloud seeding the Applicant shall suspend <br />seeding operations when one or more of the following occurrences <br />take place: ' <br /> <br />a. When the snowpack reaches 150~ of November, December, <br />or January snowpack during the months of November, <br />December, or January respectively <br /> <br />b. When the snowpack reaches 140% of February snowpack <br />average during the month of February <br /> <br />c. When the snowpack reaches 135% of March snowpack <br />average during the month of March <br /> <br />The above suspension levels were approved by the State <br />Weather Modification Advisory Committee. <br /> <br />Average snowpack will be calculated by averaging the actual <br />Soil Conservation Service snowpack readings far water content from <br />representative snow sites in the project area. The sites shall be <br />selected by the Executive Director and the Contractor. Monthly <br />reports from each snow course listing the CUrrent snowpack readings <br />shall be forwarded to the Executive Director. The normal snowpack <br />will be the average water content of the snowpack for the past 15 <br />years of record for each of the selected snow courses from <br />January 1st to April 1st. For November and December, percent of <br />average shall be calculated by the Soil Conservation Service Snow <br />Survey Unit. The ski areas and the Snow Survey Unit have offered to <br />provide local or SNOTEL readings to the Department on request. <br /> <br />6. The Applicant shall also suspend seeding operations where one or <br />more of the following occurrences take place: <br /> <br />a. When weather forecasts or actual storms are producing <br />unusually heavy precipitation amounts that eQuId <br />possibly contribute to avalanches or severe weather <br />conditions in the project area. <br /> <br />Page Three <br />
