The sponsorship of the proposed program is designed to undertake <br />a commercial weather modification program within the project area to <br />provide beneficial additional snowfall and water supplies for <br />recreational, agricultural, municipal, and other uses. <br /> <br />4. The Applicant has demonstrated that the persons in control of <br />the project received valid weather modification licenses and those <br />persons are Lawrence M. Hjermstad and Richard A. Medenwaldt. <br /> <br />5. The applicable fee is $100.00 plus 2% of the total final <br />contract. <br /> <br />6. The Applicant has furnished proof of financial responsibility. <br /> <br />7. The Applicant has submitted an operation plan for the proposed <br />project which plan meets the requirements of CRS 1973, 36-20-112(1) <br />(d) and which is incorporated into these findings by reference. <br /> <br />8. The project appears to be conceived to provide and offers <br />promise 'of providing, economic benefits to the area in which the <br />operation will be conducted. The recommendation of the Weather <br />Modification Advisory Committee supports this finding. Supporting <br />data was presented by the project sponsors in the renewal <br />application and at the public hearing September 25, 1981. <br /> <br />9. The project appears to be reasonably expected to benefit people <br />in the area and benefit the people of the State of Colorado. The <br />recommendation of the Weather Modification Advisory Committee <br />supports this finding. <br /> <br />10. The project is scientifically and technically feasible. The <br />recommendation of the Weather Modification Advisory Committee <br />generally supports this finding. <br /> <br />11. The project does not appear to involve a high degree of risk of <br />substantial harm to land, people, health, safety, property, or the <br />environment. The recommendation of the Weather Modification <br />Advisory Committee supports this finding. <br /> <br />12. The project, subject to the terms and conditions of the permit, <br />is designed to include adequate safeguards to prevent substantial <br />harm to land, people, health, safety, property, or the environment. <br />The recommendation of the Weather Modification Advisory Committee <br />supports"this finding. <br /> <br />13. The project will not adversely affect another project, subject <br />to the terms and conditions of the permit.
