The project does not Involve a hIgh rIsk of substantIal harm to land, <br />people, health, safety, property, or the envIronment. <br /> <br />10. The project, as permItted, contains safeguards to prevent substantial <br />harm to land, people, health, safety, property, or the envIronment. <br /> <br />11. The project, as permitted, wIll not adversely affect other concurrent <br />weather modification projects, If any. <br /> <br />12. The project Is desIgned to mInImIze risk and maximIze scientific gains <br />or economic benefits to the residents of the designated area or the State of <br />Colorado. <br /> <br />TERMS AND CONDITIONS <br /> <br />The permit Is limited by and subject to the following terms and <br />condItIons: <br /> <br />1. The permIt shall be In effect from November 15, 1984 through <br />January 15, 1985. <br /> <br />2. The project area (as IdentIfIed In the maps submItted wIth the <br />applIcatIon for permIt) Is lImited to the area withIn a trIangle formed by <br />the towns of CraIg, KIngs Canyon and Tabernash. <br /> <br />3. Seeding from a twin engine aircraft equipped with aerial acetone <br />burners will occur only In conjunction with research flights by the NCAR <br />KIng Air. Radio contact shall be maintained among the research aIrcraft, <br />the seeding aircraft, and the project dIrector (or appointed representative) <br />when the aIrcraft are In the designated research area. The Applicant shall <br />prOVide the Executive Director with the location of all research equipment <br />(e.g., radiometers and radars) used In the research project. No more than <br />20 hours of seeding will be conducted. <br /> <br />4, ApplIcant shall suspend seeding operations If snow moisture content at <br />selected SoIl ConservatIon ServIce (SCS) Snow Survey UnIt snow courses or <br />SNOTEL sItes, IdentIfied by the Department of Natural Resources and the <br />ApplIcant, reaches 150% of average durIng the months of November, December, <br />or January. SNOTEL sites for thIs project are ColumbIne (RabbIt Ears pass <br />at 9300 feet) and Tower (8uffalo Pass at 10,000 feet). <br /> <br />Averages for determInIng suspensIon wIll be calculated by averagIng <br />water content at the selected snow courses or SNOTEL sItes. <br /> <br />Snow depth at NatIonal Weather ServIce (NWS) cooperative observer <br />sItes also may be used to make suspensIon decIsIons. <br />
