<br />B. <br /> <br />If a residence is 'h mile or more from the location of a cannon and less than <br />1 mile from the caimon, a sound barrier at least 12 feet high shall be placed <br />between the cannon and the residence. <br /> <br />c. <br /> <br />If a residence is 1 mile or more from the location of a cannon, no sound <br />protection is required. <br /> <br />D. <br /> <br />If decibel readings at any residence exceed the limit for the threshold of <br />hearing loss due to long temi exposure as determined by the Colorado <br />Department of Health., the sound protectiqnmeasures shall be improv~d <br />unfilthe soundleyeJs'ai~ wiJhjn-accephibleiimjts .. . . A sound test by a qualified expert shall be conducted outside at each <br />residence within 2 miles of the cannon at the beginning of the project <br />-- ------- uperating'perim:J-eaclryear.-'l'he-soundievel<rt/llTy-residence-shall nor- -- - -- - - <br />exceed 80 decibels. <br /> <br />6. The permittee shall not undertake, or shall suspend, operations if: <br /> <br />A. low flying aircraft are above the cannon, or <br /> <br />B. birds are visible flying above the cannon, or <br /> <br />C. the Director orders suspension for any reason. <br /> <br />7. Although no significant impacts from the project are expected to occur, <br />operations shall be carefully controlled to avoid substantial harm or damage to <br />people, land, property, health, safety, or the enviromnent. The project sponsor, <br />in cooperation with the Director, shall develop a continuing monitoring program <br />to detect and evaluate any impacts. The monitoring program shall in91ude, as a <br />minimum, the following elements: <br /> <br />A. the establishment of a control area that lies within the same wj::ather <br />patterns as the target area, but is unaffected by the operation, <br /> <br />B. monitoring of sound levels, citizen complaints, hail, and precipitation as <br />rain, and <br /> <br />C. routine reporting to the Director. <br /> <br />.8. The permittee shall prepare and maintain the following written reports: <br /> <br />A. A current daily log of operations, which includes the information <br />required by Form WM3 (copy attached), information on which operating <br /> <br />3 <br />
