The project area (as IdentIfIed In the map submitted wIth the appl1catlon for permit) 15 llm'ited to Gran.d ~'esa near State HIghway 65 In a. fIve mile radIus on the north side of Island Lake In r~esa and Delta Counties. 3. SeedIng wIll be accomplIshed from 26-inch diameter balloons released from stationary and mobile units spaced 4 miles apart. Between 10 and 15 cases of 2 sets of 5 or 6 balloons will be released for a maxImum of IRO barloons. Anticipated preclpit~tlon Increased moisture content from each balloon Is .01". Total silver iodIde released durIng the project will be less than 100 grams. 4. ApplIcant shall suspend seedIng operations if snow moisture content at selected Soil Conservation ServIce (SCS) Snow Survey Unit SnO\1 courses or SNOTEl sHes, identified by the Department of Natural Resources and the ApplIcant, reaches 150% of average during January, 140% of average during February and 135% of average during t,arch. SNOTfL site for thls project is ParI< Reservoi r. Averages for determInIng suspension will be calculated by averagIng water content at the selected snow courses or SNOTEL sites. Snow depth at National Weather Service (NWS) cooperatIve observer sItes also may be used to make suspensIon decisIons. 5. ApplIcant shall suspend seedIng operations if: a. Unusually heavy precIpitatIon that could contrIbute to avalanches or severe weather conditIons in the project area occurs or is forecast;
