The permitee shall not undertake, or shall suspend, seeding operations <br />if: <br /> <br />A. The National Weather Service forecasts a storm to produce <br />unusually heavy precipitation that could contribute to avalanches <br />or unusually severe weather conditions in the project area, <br /> <br />B. The Colorado Avalanche Center issues an avalanche forecast <br />warning for avalanche paths located in the target area, or <br /> <br />C. The Director orders suspension of seeding for any reason. <br /> <br />8. The permitee shall inform the Colorado Department of Transportation <br />(Region 3) of its intent to seed within 48 hours of commencing any <br />seeding operation when the risk of avalanches in the area reasonably <br />expected to be affected are high, as determined 0)' the Colorado <br />Avalanche Center, or snowpack at any snotel monitoring site selected to <br />represent the target area is above 120% of normal. <br /> <br />9, The permitee shall prepare and maintain the following written records <br />and reports: <br /> <br />A. A daily record of operations, which includes at a minimum the <br />information required by Form WM3 (copy attached), <br />documentation of meteorological conditions during operations <br />for later evaluation by others, information on which seed/no seed <br />decisions are based, and information utilized in making <br />avalanche suspension decisions, shall be maintained by the <br />permittee at its offices. <br /> <br />B. A monthly summary report indicating at a minimum the number <br />of weather systems with seeding opportunities during the month, <br />the number of operational days in the month, the specific dates <br /> <br />3 <br /> <br />", <br />
