<br />1. The project must be carried out in conformity with the Operational Plan attached <br />hereto as Exhibit A, except for those operations modified by these terms and <br />conditions. <br /> <br />2, The target areas shall be the Vail Ski Area located in portions of Township 5 South, <br />Range 80 West, Sixth Principal Meridian (6thPM) south of the Town of Vail and <br />the Beaver Creek Ski Area located in portions of Townships 5 and 6 South, Ranges <br />81 and 82 West, 6thPM south of the Town of Avon in the eastern part of Eagle <br />County, Colorado. (see map in Exhibit A). <br /> <br />3. Seeding will be conducted only under conditions when seeding is likely to be <br />beneficial in the target areas. The permitee shall refrain from indiscriminate <br />seeding activities, or, overseeding, which_ may be. grounds for revocation of this <br />permit. <br /> <br />4. Not more than fourteen (14) manually operated ground based generators shall be <br />used. The permitee shall provide the Director of the Colorado Water Conservation <br />Board (the Director) with a map showing the specific location of each generator, <br />and the name, address, and telephone number of each operator before seeding <br />commences in each year. Any subsequent change in the number or location of <br />generators or of operators shall require the prior written approval of the Director. <br /> <br />5, The maximum rate of release of silver iodide from any single variable rate generator <br />will be limited to 15 grams per hour. <br /> <br />6. The pennitee shall suspend seeding operations if at any time the average of the <br />snowpack accumulations, measured in equivalent inches of water, at the snotel sites <br />and snow-courses selected to represent the target area exceeds a continuous <br />function defined by the following points: <br /> <br />A. 175% of average on January 1", <br /> <br />B. 160% of average on February 1", <br /> <br />C. 150% of average on March 1", and <br /> <br />D. 140% of average on April 1". <br /> <br />Snowpack accumulation will be monitored at least weekly from snow survey <br />measurements conducted by the Natural Resources Conservation Service, U.S. <br />Department of Agriculture. <br /> <br />Average snowpack will be calculated as the unweighted average of the water <br />content of the snowpack for the 30-year base period from 1961 to 1990 at <br />identified snotel sites. The following snotel site shall be monitored for compliance <br />with the above suspension criteria: <br /> <br />2 <br />
