<br />WPS <br />It is the Administrative Procedures Act. Anyone who came in late, please sign the Attendance <br />List. Who is in favor or not in favor of this permit? The reason I'm asking this question is <br />because I usually pass out cards for people to indicate the pros and cons; however, I don't have <br />any of those cards at this Hearing, We are here today because we received a letter from John B, <br />Smith with this application to renew his permit for five years, By Statute a permit is approved <br />for five years and then it can be renewed for another five years, and then the second renewal is <br />for ten years if no problems, We are at the second permit for five years. <br /> <br />The main purpose for this Hearing is to listen to problems of the people in Center and in the area, <br />Also, at the last past Hearing there was a concern for cloud seeding, What I can do on behalf of <br />the Executive Director is to review the permit and information at the Hearing and renew the <br />permit, issue with conditions and, or deny, I will make a recommendation to Rod Kuharich, <br />Director of CWCB, <br /> <br />The criteria to consider to issue a permit, or not, are as follows: <br /> <br />I. Purpose <br />2. Feasible <br />3, No Risk <br />4, Adequate safe guards <br />5, No effect on other projects <br />6. Maximwn gain <br /> <br />John, your letter and permit will be made part of the record. At the present time Mark Innis has five years <br />experience with the hail cannons. With and on your permission, he is the person holding a <br />license, <br /> <br />WPS <br />The person in charge of the program has to have certain qualifications, This person needs to <br />meet the qualifications, We need a statement from Mark Innis to qualify, <br /> <br />1.S, <br />Mike Eggers has been available at meetings and tests where cannons are, We will continue to <br />work with Mike Eggers, For the Record--To activate or not to activate gets determined by years <br />of experience with the clouds in knowing when they can produce, <br /> <br />WPS <br />Do you use radar to determine stormy weather. There is good information on the Internet. <br /> <br />J,S, <br />We used DTN radar, which is the same as air traffic controllers in Longmont. The current radar <br />readout is just down to Saguache County, We discontinued DTN this year, They haven't kept up <br />with the technology, <br />
