WPS
It was a useful tool predicting what clouds will do and produce, Keeping the time frame in mind,
I will make a final decision soon, People can object. They have 10 days to submit objections. I
will review the Operational Plan, Everyone can ask questions themselves,

J.S.

I will ask on behalf of the applicant and public sponsor. Please review the Operational Plan and
any changes from the previous plan, Our Operation Plan is not any different than what we have
been using for the last five years. We activate cannons when clouds are over the area, Cannons
are deactivated when clouds move over. Our detection is mostly visual. Anyone cannon can be
activated and deactivated by three different people in different areas. The person closest to the
storm activates the cannons, -- Make Part of the Record--We did have DTN technology, They
were going down hill, too expensive, It was a good tool to pick up cloud formation movement
down to zero on to what you wanted to look at. DTN read what was there but couldn't read the
intensity, It shows where the leading edge of a cloud is. I haven't tried to activate myself. Some
buyers of lettuce and spinach wantto hear_the hailcannons to-know- it's -protecting their- crops.
Fresh produce (express packaged) wants a provision in their contract that we have to have hail
cannon protection. Lettuce, spinach, and potato protection areas are of 1500 meters in radius, I
don't know what kind of distance the sound carries, We activate 20 minutes before arrival of
clouds over the area, Precipitation comes in form of rain and slush, Sometimes clouds are
misgiving and we got no moisture, because we didn't get it activated in time,

Each cannon is fired for six seconds, It proceeds up wind and explodes inward, not outward, No
one }1~l;l seen t.his theory ,vork; t..l}ey are skeptical. The French used hail ca..nll'10nS in \llVII
observing firing of cannons pursued to point upward. The idea began with French and was used
around the world, They were used on fruit crops in New Zealand per Mike Eggers, If cannons
are lined up they give better protection than a single cannon will do, Seven cannons have a
concentrated effect.

Amy Kunugi works with Mark Innis on cannon hail control and growing vegetables, She is a
graduate of Cornell and is in the agricultural field--for 15 years,

Make Part ofthe Record--Proposed location--TownShip 419........, ....,..., ...... ......etc. One
cannon is west of Center-- for five years, Pursuant to License/reports are filed annually with the
State showing the times of operation of where cannons throughout the operational season are
fuing until the conclusion ofthe season, They are available to the public record, Anyone can
request the annual reports, They are submitted as Part of the Record, I believe most of the
people here are not aware of the mechanisms of the hail cannons and watched the operations
only as farmers in Rio Grande County,

Richard you're in favor of hail cannons,

Mark Innis, Supervisor/Manager of Southern Colorado Farms
My operation of the Weather Modification system began with Southern Colorado Farms. I have
been with them for 12 years and operated the hail cannons for five years, I started out with Mike
Eggers with the operation of the hail cannons.

J,S,
He explained the procedures to Mark Innis whose job is the responsibility to activate and
deactivate the cannons, He does delegate to others if he is gone,
