. The City was abie to carry over about 15,000 acre-feet from iast year in Joe
Wright Reservoir and the CST system through special provisions made by the
Northern Colorado Water Conservancy District (NCWCD). In addition, the
NCWCD set a 50% quota effective last November 1 sI, which will result in
approximately 17,000 acre-feet being available to the City through Horsetooth
Reservoir.

. City's water rights are expected to yield about 12,000 acre-feet from the 2004
runoff on the Poudre River. Combined, the total projected supplies available to
meet treated water demands are approximately 44,000 acre-feet.

. Using the above projections, there will be about 12,000 acre-feet of supply in
excess of treated water demands. The City has a target of carrying over a
minimum of about 7,000 acre-feet of this excess into 2005; however, with
concerns about an ongoing drought, the City will attempt to carry over larger
quantities to the extent it has the capability to do so. Both supply and demand
conditions will be monitored throughout the year and adjusted as needed.

Conservation Plan

. Although restrictions are not anticipated for 2004, efforts to encourage water
conservation are continuing.

. Activities planned for spring and summer include youth education, business
outreach, Xeriscape garden tours, and the annual sprinkler audit program.

. The message about water conservation will reach customers on an ongoing basis
through articles in City News, bill inserts, displays, bus benches and other
outreach efforts.

Pleasant Valley Pipeline

. The Pleasant Valley Pipeline is substantially complete.

. The Utilities expects to begin utilizing the pipeline in spring 2004, most likely in
May and early June.

Craig Foreman & Dennis Bode - City of Fort Collins

A 10% savings goal is set, which will allow lawn watering up to 3 days per week. We
are watching the situation very closely, and managing our resources carefully. It would
be great if we could stay with the 10% through the summer, but if conditions worsen,
or we don't see the savings we are asking for, we would reconsider the level of
restrictions.

6
