An amount of $600,000 was subsequently made <br /> <br />available from oil shale lease trust funds, and projectconstruc- <br /> <br />tion was started in 1977. <br /> <br />PRoaLEM <br /> <br />When the project was completed in 1978 and the system was put <br /> <br />in operation, certain deficiencies became apparent. The town <br /> <br />manager then requested the help of the Colorado Water Conservation <br /> <br />aoard staff to advise him as to how to eliminate the problems. <br /> <br />The staff subsequently requested the engineering firm of Wright- <br /> <br />McLaughlin Engineers to evaluate the constructed project and to <br />define needed modifications or improvements to correct the <br /> <br />deficiencies. <br /> <br />CUR!<~NT STATUS <br />The request for help to the aoard staff was repeated when the <br />new town manager was appointed in September, 1979. <br />Meanwhile, the consulting engineers of Meurer, Serafini, and <br />Meurer, Inc., "'''>.0 designed and supervised the' building of the <br />project, have sued the town for not paying the engineering fees <br />provided for in the contract. <br /> <br />PROPOSED PROJECT <br /> <br />The improvements to the project, as proposed by Wright- <br /> <br />;/.-"- <br /> <br />. . <br />. _ ''"' _, - , _ _ ,c. _ ,,,_ _ _ _ ' _ ~ _ _ <br />,: " 'i; ,,_:_.,',:~-"~~Si;_~;;j~L~:",:J.;~~'~ _:~_c.;-i-;~ki~~~~L~:i-:~lL~_;~lj;~~~;,;i;l\~_i~j~;"jli~i';:;~~~~~~~l- ~~~t~~~~;i~~~~i~;~~ <br />
