McLaughlin Engineers, would eliminate the present deficiencies of

the system and result in a workable and efficient system. Improve-

ments would involve the intake structure, the treatment plant, and

pipelines leading from the intake structure to the treatment plant.

The cost to repair the system is estimated by Wri~ht-
McLaughlin to be $150,000.
RECOMMENDATIONS

with the extra expense proposed, the Rangely system would

work without problems. The present operation and maintenance cost

will also decrease.

Various funding agencies have been contacted.to determine

available funding for the project, but the staff had no definite
indication that money from other sources would be forthcoming in
the near future. Therefore, the financing of the project will be

as follows:

Total amount of State funds
(to be repaid by use charges)

$600,000
150,000
$750,000

State funds already allocated

Additional funds requested

Based on the above figure, proposed water use charges in the

amount of $34.698 would be levied annually by the state fOr 40
years for a total charge of $1,387,920.

It is therefore recommended that the deficiencies in the

Rangely Project be corrected with additional funds from this board

in the amount of $150,000 and that the project be recommended and
submitted to the Colorado General Assembly for approval and

funding during the 1980 session.

-2-
