Memo to Nick Ioannides
December 28, 1984

Page 2

3. Manvel Canal and Pump Station

This project involves construction of a pumping station to serve as an
alternate point of diversion to Manvel Canal and Irrigation Company's direct
flow right of 54 cfs. If no intervening rights exist between the two points
as alleged, then no adverse effects will occur due to addition of the new
point of diversion. One potential problem that may occur is that of expanded
use. The increased efficiency should not be used to expand irrigation to new,
previously un-irrigated areas. Measurement devices should be install~d on the
pumping equipment. Conditions and limitations on pumping should be imple-
mented to allow for proper administration. Combined pumping and surface
diversions should be limited to 54 cfs.

"

4.

Bauer Lake Reservoir No. 1

Repairs will be made to the existing dam to allow storage to the full,
decreed capacity of the reservoir. 'There should be no water rights problems
involved in this project.

" 5. Grandview Siphon

Since the project is limited to the replacement of a previously existing
siphon, no problems are anticipated.

" 6. Louisville Reservoir

Enlargement of the
storage decree for that
amounts to be stored, the

existing Louisville Reservoir will
reserVOir. The decree should specify
source, the filling structure(s), etc.

require a new
the additional

7. Lone Cone Reservoir

The Lone Cone Reservoir project involves enlargement of the dam to
increase storage from l800 acre-feet to 5800 acre-feet. A new storage right
for the expansion should be applied for. Any conditional water rights now
owned by the San Miguel Water Conservancy District that could be transferred
to Lone Cone Reservoir will have to be analyzed to verify the contemplated
consumptive use that is to be transferred. Such analyses may require flow
duration studies and projected uses for such waters.

8. Beaver Park Water District Project

The Beaver Park Project entails ditch lining and installation of a cross
lateral pipeline in order to improve efficiency of operation of the district's
