Simpson, <br /> <br />Following are comments for the specific cases in which you have asked for <br />comments: <br /> <br />1. North Poudre Reservoir No. 15 <br /> <br />The purpose of this project is to rehabilitate the dam to allow storage <br />to originally decreed levels. The reservoir storage level is currently res- <br />tricted. <br /> <br />There does not appear to be any problems regarding water rights as the <br />project appears to be solely a rehabilitation to allow historic uses as <br />decreed. <br /> <br />2. Lower Florida Farm Irrigation Measure <br /> <br />The Lower Florida project entails replacement of a canal with a pipeline <br />and a change to irrigation by sprinklers. The most obvious problem that could <br />occur is that of expanded use as a result of the efficiency increase resulting <br />from the change to sprinkler irrigation. A secondary effect from the proposed <br />changes is that some of the wastewater rights may be affected due to decreased <br />return flows. <br /> <br />Chuck Lile has looked at this project and has forwarded comments to you. <br />His concerns were the same as above; however, he feels that the project will <br />not have enough unacceptable adverse effects to object to it at this point in <br />time. <br /> <br />. <br />
