<br />... <br /> <br />. Feasibility Study <br /> <br />In July, 1984, the Company submitted an application to the <br />CWCB for assistance in the repair of the facility. Subsequently, <br />a feasibility study was initiated. That study has now been <br />completed and is the basis for the recommendations on the <br />project. <br /> <br />Proposed Project <br /> <br />In order to restore the facility to 100 percent utilization, <br />it will be necessary to reconstruct the embankment frontface, <br />including placement of additional fill material, filter gravel, <br />and riprap. In addition, a new outlet system will be required. <br />This will entail breaching the dam, removing existing structures, <br />and constructing new reinforced concrete outlet works. The new <br />outlet would include a new intake trash rack, new control gates, <br />new energy dissipator, drop structure, and Parshall flume. <br /> <br />The total cost of rehabilitating the structure is estimated <br />at $2,600,000. <br /> <br />Proposed Financing <br /> <br />The recommended funding is: <br /> <br />. <br /> <br />North poudre Irrigation Company <br />CWCB Funds (to be repaid by water <br />users fees) <br />Total <br /> <br />$1,300,000 <br /> <br />1,300,000 <br />,$2,600,000 <br /> <br />Under this financing arrangement annual charges would be $75,764 <br />for 40 years, for a total repayment of $3,030,560. Annual <br />payments would be met through an assessment on shareholders, <br />which assessment is already being levied. <br /> <br />Recommendation <br /> <br />It is recommended that the project be authorized by the <br />General Assembly in the amount of $1.3 million, the Board's <br />investment to be repaid subject to the terms of the proposed <br />financing specified above. <br /> <br />gl <br /> <br />.- <br /> <br />-2- <br />
