Subsequently,
a feasibility study was initiated. That study has now been
completed and is the basis for the recommendations on the
project.

Proposed Project

In order to restore the facility to 100 percent utilization,
it will be necessary to reconstruct the embankment frontface,
including placement of additional fill material, filter gravel,
and riprap. In addition, a new outlet system will be required.
This will entail breaching the dam, removing existing structures,
and constructing new reinforced concrete outlet works. The new
outlet would include a new intake trash rack, new control gates,
new energy dissipator, drop structure, and Parshall flume.

The total cost of rehabilitating the structure is estimated
at $2,600,000.

Proposed Financing

The recommended funding is:

.

North poudre Irrigation Company
CWCB Funds (to be repaid by water
users fees)
Total

$1,300,000

1,300,000
,$2,600,000

Under this financing arrangement annual charges would be $75,764
for 40 years, for a total repayment of $3,030,560. Annual
payments would be met through an assessment on shareholders,
which assessment is already being levied.

Recommendation

It is recommended that the project be authorized by the
General Assembly in the amount of $1.3 million, the Board's
investment to be repaid subject to the terms of the proposed
financing specified above.

gl

.-

-2-
