<br />Final Draft - Preferred Storage Options Plan <br />Southeastern Colorado Water Conservancy District <br />June 8, 2000 <br /> <br />through the year 2040. The Enterprise Board of Directors includes all the directors <br />appointed to the Board of Directors of the District. <br /> <br />The Enterprise is the contracting entity for study support provided by GEl for the Phase <br />I - Future Water and Storage Needs Assessment and the Phase II - Preferred Storage <br />Options Plan described in this report. The Enterprise also contracted with the Bureau of <br />Reclamation for a study of the feasibility and cost of raising Pueblo Dam to provide <br />additional storage, and with Black & Veatch to review work performed by the Bureau of <br />Reclamation. Funding for work contracted by the Enterprise to the consultants was <br />obtained from water supply entities within the District, as well as the Colorado Water <br />Conservation Board (CWCB). Water supply entities also provided "in-kind" services. <br />A major portion of work effort was completed by a consultant team that contracted <br />directly with CSu. This work was conducted in conformance with the terms of a MOA <br />executed between the Enterprise and CSU. <br /> <br />1.2.2 Memorandum of Agreement (MOA) <br /> <br />In 1996, CSU approached the District to request an allocation of storage space in the <br /> <br />Fryingpan-Arkansas (Fry-Ark) project in which to store non-Project water. The District formed the Enterprise, which <br />contracted with GEl to complete the future Water and Storage Needs Assessment. CSU, <br />and other water users, participated in the GEl Study and SSC in both final and "in-kind" <br />servIces. <br /> <br />The CSU J~quest for storage space in the Project was based on a completion of a detailed <br />Water Resource Plan, which identified projects designed to meet CSU's water needs <br />through the year 2040. As part of their planning process, CSU developed a detailed <br />model of Fry-Ark Project operations and undertook collection of technical and <br />environmental data to support the Federal process for water project permitting. In early <br />1999, the Enterprise and CSU executed a MOA to facilitate cooperative development of <br />the PSOP. Key provisions of the MOA include: <br /> <br />. Agreement to establish a framework to meet the identified water storage needs of <br />CSU and other entities in the District. <br /> <br />.
