<br />Final Draft - Preferred Storage Options Plan <br />Southeastern Colorado Water Conservancy District <br />June 8, 2000 <br /> <br />information; and anticipated permitting/regulatory compliance issues. Technical information <br />also was developed including preliminary assessment of engineering feasibility and estimates <br />of associated construction and implementation costs. As described later in the report, discussions <br />were held with all of the key natural resources and permitting agencies to identify key issues <br />associated with each storage option. Hydrologic modeling was performed for five combination <br />alternatives formulated from the six storage options, using various combinations of the storage <br />options. Results of the hydrologic modeling provided information on anticipated changes to <br />stream flows and reservoir levels, as well as the ability to make preliminary assessments of <br />potential in-stream and reservoir water quality issues. <br /> <br />A large volume of data, analytical results, and other information was condensed into the <br />following topics: <br /> <br />. <br /> <br />Cultural Resources <br />Socioeconomic Impacts <br />Environmental Issues <br />Water Quality Issues <br />Permitting Issues <br />Engineering Reports1 <br />1\1od~l;ng SuhronT"l""O..,.,;....."".,. 00.............-+ <br />J..' The <br />draft report was prepared by District staff, working with GEl, and reviewed by the SSC during <br />the period of February through March, 2000. Review comments and input were incorporated <br />between early April and late May, 2000 and a final draft was completed for submittal (for <br />discussion) by the SSC, other District entities, and the public. <br /> <br />Public comments on the PSOP were obtained and documented in Appendix A of the final report <br />presented to the District and Enterprise Board. Additional information about conduct of the <br />process and participation by key study participants is prescribed below in Sections 1.2.1 through <br />1.2.4. <br /> <br />1.2.1 SECWCD/Assessment Enterprise <br /> <br />The Enterprise was created to undertake a comprehensive evaluation of the future water <br />and storage needs of all water users within the District and to develop a detailed plan and <br />associated structural and non-structural water management projects to meet these needs <br /> <br />Reports by U.S. Bureau of Reclamation on Raising Pueblo Dam, Black & Veatch's report review of the Bureau's studies <br />on Pueblo Dam and Black & Veatch's report on the other storage options. <br /> <br />W GEl Consultants.
