<br />Final Draft - Preferred Storage Options Plan <br />Southeastern Colorado Water Conservancy District <br />June 8, 2000 <br /> <br />1.0 INTRODUCTION AND BACKGROUND <br /> <br />The Preferred Storage Options Plan (PSOP) for the Southeastern Colorado Water Conservancy <br />District (the District), described in this report, was formulated during the period from March <br />1999 through February 2000. The PSOP has been formulated in response to an identified need <br />for additional reservoir storage space within the Arkansas Basin to meet the long-term water <br />supply needs of municipal, industrial, and agricultural water users comprising the District. The <br />storage need was identified in a report prepared by GEl Consultants, Inc. (GEl) entitled "Future <br />Water and Storage Needs Assessment" dated December 1998 (hereinafter referred to as the "GEl <br />Study"). As described in this report chapter, the planning process was conducted in a <br />cooperative, collaborative manner, with ample opportunities for stakeholder involvement <br />including water users, natural resources agencies, environmental groups, and the interested <br />public. <br /> <br />1.1 Scope of the Planning Effort <br /> <br />The scope of work for the planning completed for the PSOP is considered to be "feasibility <br /> <br />leve!." While needs for additional storage were identified, <br />the GEl study stopped short of undertaking a detailed hydrological operations study to evaluate <br />how new storage would be operated and obtaining specific commitments from water users with <br />stated storage needs to participate in a District-wide plan. <br /> <br />1.2 Descripti~l! ofthe Planning Process <br /> <br />Formulation of the PSOP followed the guiding principles and coordination procedures identified <br />in the Memorandum of Agreement (MOA), as outlined in Section 1.2.2. Initial definition of the <br />storage alternatives was based on the results of the GEl Study, which included a preliminary <br />screening analysis of alternative storage and non-structural water management options. Based <br />on this analysis, the Storage Study Committee (SSC) and the Southeastern Colorado Water and <br />Storage Needs Assessment Enterprise (the Enterprise) Board selected six storage options for <br />further evaluation. These options are considered to have the greatest advantages in terms of <br />water storage while having relatively lesser environmental impacts than many of the alternatives <br />identified in the GEl Study. <br /> <br />Site-specific data were gathered or developed for each of the storage options, including: <br />anticipated inundation area; environmental baseline (terrestrial and aquatic resources, wildlife, <br />wetlands, threatened and endangered species, etc.); cultural resources; socioeconomic baseline <br /> <br />J\PROJECTS\9906I\Reporu\Prcfami SOP Final wpd <br /> <br />I-I <br /> <br />~ GEl Consultants, Inc. <br />
