<br />Final Draft - Preferred Storage Options Plan <br />Southeastern Colorado Water Conservancy District <br />June 8, 2000 <br /> <br />. Assignment of specific responsibilities for completion of the technical, <br />environmental, financial, institutional policy studies, and legislative actions <br />required to formulate the PSOP. Under terms of the MOA, the Enterprise focused <br />its efforts on evaluation of storage options and development of the PSOP report. <br />esu's efforts focused on the technical and environmental studies of each <br />alternative and hydrologic modeling of operations involving storage of non- <br />Project water in Project storage space and Project water in non-Project storage <br />space. <br /> <br />. Agreement to cooperate and coordinate efforts between the Enterprise and esu <br />during any necessary legislative action or Bureau of Reclamation policy <br />discussion that may be required to implement the PSOP. <br /> <br />The MOA also included a provision relative to water rights filings and their relation to <br />formulation of the PSOP. <br /> <br />1.2.3 Role of the Storage Study Committee (SSC) <br /> <br />The sse was organized in 1996 and has been meeting regularly since that time. Between March 1997 and May 2000, the sse grew from 15 <br />to over 40 members, with increasing participation by resource agency pers.onnel, <br />environmental and recreational interest groups, and the public. Most sse meetings were <br />attended by 20 to 30 participants. <br /> <br />Several studies undertaken in Phase II involved closer involvement by certain sse <br />members. A Modeling Subcommittee was formed to provide guidance and input to the <br />modeling process from municipal and agricultural water managers and resource agency <br />personnel experienced in water resources operations in general, and the Arkansas River <br />Basin in particular. A Financing Subcommittee was also formed from interested sse <br />members for guidance and input relative to financing options and financial evaluation <br />methods.
