Final Draft - Preferred Storage Options Plan
Southeastern Colorado Water Conservancy District
June 8, 2000

Proposed Rates
In District Out of
($) District
Agriculture M&I Users ($)
Project Water 2.00 3.00
Carryover Water - 3.65
If and When - 2.00 8.00
Winter Water 0.50 -
Return Flows 1.50
Use of Re-operation 4.00
Space
Use of DWMS 2.00 10.00

In summary, the preferred plan includes Phase I: Re-operation of the Fry-Ark Project to allow
municipal Project beneficiaries to store non-Project water in Project space and Phase 2: the
staged implementation of enlargements to the storage capacities at Pueblo Reservoir and
Turquoise Lake.

Based on the work completed to date, it appears that implementation of a long-range plan, which
includes Fry-Ark Project re-operation and enlargement of Fry-Ark Project storage capacity, to
meet the future water and storage needs of the District, is technically feasible. There do noC
appear to be any fatal flaws that would prevent implementation or cause excessive delays in
gaining the needed Federal permits. Costs to develop new reservoir storage by enlarging Project
reservoirs appear reasonable in comparison to other options available to District entities.

Recommendations

The PSOP report offers several key recommendations to the District Enterprise Board, which
are summarized below:

. Discuss process and schedule with the USBR and execute an MOU that provides
commitments to plan implementation from detailed engineering through pennitting, final
design, and construction.

!V GEl Consultants, Inc.

viii

1:\PROJECTS\9906I\Ro:poru\PTcferred SOP FirIaI_wpd
