Continue to work on establishing a basis of authority for implementation of re-operations <br />using the existing authorizing legislation for the Fry-Ark Project. Also continue on a <br />parallel track for federal legislation to establish authorizations for Project re-operations <br />and enlargement. <br /> <br />. Execute an MOU with entities wishing to participate in re-operations and enlargements. <br />This MOU would serve to commit participants to the process and cost of development, <br />and require that each entity provide clear documentation of their needs for storage. <br /> <br />. Develop a detailed schedule and budget for plan implementation. <br /> <br />. Undertake the studies needed to fully document the need for and size of the District <br />Water Management Storage space in the enlarged Project reservoirs. <br /> <br />. Continue to facilitate Basin discussions relative to implementing water banking and <br />interruptible supply agreements. Assess how these options may impact the need for <br />additional storage. <br /> <br />.
