In case a vacancy shall occur in the appointed member- <br />ship of the board by death, resignation, or otherwise, the <br />governor shall appoint a successor to serve the unexpired <br />term of such member of the board. (1967). <br /> <br />(2) The appointed members of said board shall be chosen <br />geographically as follows: FO'.lr from the western slope and <br />five from the eastern slope; provided, that of the five mem- <br />bers to be appointed from the eastern slope, one shall be from <br />the Rio Grande drainage basin, one from the North Platte drain- <br />age basin, one from the Arkansas drainage basin, one from the <br />South Platte drainage basin outside of the city and county of <br />Denver, and one shall be from the city and county of Denver <br />and intimately familiar with its water problems; and that of <br />the four members to be appointed from the western slope, one <br />shall be from the Yampa-White drainage basin, one from the <br />main Colorado drainage basin, one from the Gunnison-Uncom- <br />pahgre drainage basin, and one from the San Miguel-Dolores- <br />San Juan drainage basins. Before entering upon the discharge <br />of his duties, each appointed member shall make, subscrtbe <br />and file with the secretary of state the oath prescribed by <br />the constitution. (1937). <br /> <br />149-1-4. Oraanization. - The board shall elect from the <br />appointed members a chairman and a vice chairman to serve aa <br />such at the pleasure of the board. The director of the board <br />shall serve as secretary. (1967). <br /> <br />149-1-5. Meetinas - notice. - The board may provide for <br />the holding of regular meetings, and may hold a special meet- <br />ing at any time and place in the state upon the call of the <br />chairman or vice chairman or any two members. NOtice of all <br />special meetings shall be giveL by telegram at least forty~ <br />-eight hours, or by registered mail at least four days, before <br />any special meeting. Seven members shall constitute a quorum <br />and the affirmative or negative vote of at least seven members <br />shall be necessary to bind the board. Any business may be <br />transacted at a special meeting which could be transacted at <br />a regular meeting. (1937). <br /> <br />149-1-6. Seal - rules and requlations. - The board shall <br />adopt a seal and all documents to be executed by the board <br />shall be under such seal, signed by the chairman or vice chair- <br />man and attested by the secretary. From time to time, the <br />board may adopt suitable rules and regulations as may be <br />necessary or expedient for the conduct of its business and <br />the administration of this article. (1937). <br />
