<br />149-1-9. Commissioner. - (1) The governor fr~n time to <br />time, with the approval of the board, shall appoint a COlll- <br />missioner or commissioners, who shall represent the state of <br />Colorado upon joint commissions to be cOlllposed of commission- <br />ers representing the state of Colorado and another state or <br />other states for the purpose of negotiating and entering into <br />compacts or agreements between said states, with the consent <br />of the congress when necessary, ascertaining and declaring <br />the authority, interest or right of the several signatory <br />states, or any of them, over, in and to interstate waters, <br />all to the end that such waters may be used and disposed of <br />by the several states and their respective citizens in accord- <br />ance with an equitable apportionment or division thereof made <br />between the signatory states by the terms of the compact or <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />7 <br /> <br />149-1-7. Attornev qeneral as leqal advisor. - The attorney <br />general shall act as legal advisor for the board, and with his <br />consent the board may employ additional legal counsel. (1967). <br /> <br />149-1-8. COIlIDensation of members - director - emDlovees. - <br />(1) Each appointed member of the board shall serve as such <br />without cOlllpensation, but shall be paid his actual traveling <br />and necessary expenses while a'<{ay frOlll his hOllle in the per- <br />formance of the duties of his office. <br /> <br />(2) The office of director of the water conservation board <br />is hereby created. The board shall appoint a person who shall <br />be well versed in water matters and qualified by experience, <br />knowledge, and personality to represent the board and carry <br />out its functions. The director shall be the chief adminis- <br />trative head of the board under the direction and supervision <br />of the board and shall have general supervision and control <br />of all its activities, functions, and employees. The appoint- <br />ment or removal of such director shall be subject to article <br />XII, section 13, of the state constitution and statutes en- <br />acted pursuant thereto relating to civil service. He shall be <br />reimbursed for all actual and necessary traveling and other <br />expenses incurred by him in the discharge of his official <br />duties. <br /> <br />(3) Pursuant to article XII, section 13, of the state con- <br />stitution, the board may employ such technical, clerical, and <br />other personnel as may be necessary to enable it to perform <br />its duties and carry out the purposes of this article. Such <br />personnel shall be reimbursed for all actual and necessary <br />traveling and other expenses incurred by them in the discharge <br />of their official duties. (1967). <br />
