Creation. - For the purpose of aiding in the pro- <br />tection and development of the waters of the state for the <br />benefit of the present and future inhabitants of the state <br />there is hereby created a Colorado water conservation board <br />with the powers and duties herein set out. Said board is <br />hereby declared to be an agency of the state and the functions <br />it is to perform, as set out in this article, are hereby <br />declared to be governmental functions for the welfare and <br />benefit of the state and its inhabitants. (1937). <br /> <br />149-1-2. Board defined. - As used in this article, the <br />word "board" shall mean the Colorado water conservation <br />board. (1937) . <br /> <br />149-1-3. Personnel. - (1) The board shall consist of <br />thirteen members. The natural resources coordinator, attor- <br />ney general, state engineer, and director of said board shall <br />be members ex officio. The nine remaining members shall be <br />qualified electors of the state, well versed in water matters, <br />and shall be appointed by the governor for terms of three <br />years. The appointments shall be made in such a manner that <br />the terms of three members shall expire on May 12 of each year. <br />The members of said board who have been appointed and are now <br />
