There are no constrainls on use outside the irriga-
tion season or above Ihe lower reach. In normal years Ihe flow at
the Julesburg gaging station only falls below 120 cfs in July and
August (Resolution 94-32). Thus there is potential to consume
addilional water in Ihe South Platte Basin. However. potenlial
impacts of the Endangered Species Act on Front Range water-
sheds have recently been raised by the Fish and Wildlife Service
in association with renegoliation of reservoir permits on Forest
Service land. These potenlial impacts have resulted in a June
1994 Memorandum of Agreemenl between the Secretary of Inte-
rior and the Governors of Colorado, Wyoming and Nebraska. to
negotiate a basin-wide recovery program. Terms of the recovery
program have not been finalized, but could reduce the amount of
South Platte Basin waler supply available for future municipal,
industrial or agricultural use.

Figure 7 and Figure 8 graphically depict some of the information
from Tables 3a and 3b. Figure 7 shows the potential statewide
increase in annual consumption as estimated by CWCB, within
the limits of available water stalewide (15,600,000 acre-feel). The
increase in annual consumplion is limited by the total available
water and by the need 10 meet basin outflows relaled to interstate

Colorado
River
Basins

East
Slope/Rio
Grande
Basins

D Basin Outflow (Compacts and
other requirements)
.
