There are no constrainls on use outside the irriga- <br />tion season or above Ihe lower reach. In normal years Ihe flow at <br />the Julesburg gaging station only falls below 120 cfs in July and <br />August (Resolution 94-32). Thus there is potential to consume <br />addilional water in Ihe South Platte Basin. However. potenlial <br />impacts of the Endangered Species Act on Front Range water- <br />sheds have recently been raised by the Fish and Wildlife Service <br />in association with renegoliation of reservoir permits on Forest <br />Service land. These potenlial impacts have resulted in a June <br />1994 Memorandum of Agreemenl between the Secretary of Inte- <br />rior and the Governors of Colorado, Wyoming and Nebraska. to <br />negotiate a basin-wide recovery program. Terms of the recovery <br />program have not been finalized, but could reduce the amount of <br />South Platte Basin waler supply available for future municipal, <br />industrial or agricultural use. <br /> <br />Figure 7 and Figure 8 graphically depict some of the information <br />from Tables 3a and 3b. Figure 7 shows the potential statewide <br />increase in annual consumption as estimated by CWCB, within <br />the limits of available water stalewide (15,600,000 acre-feel). The <br />increase in annual consumplion is limited by the total available <br />water and by the need 10 meet basin outflows relaled to interstate <br /> <br /> <br />Colorado <br />River <br />Basins <br /> <br />East <br />Slope/Rio <br />Grande <br />Basins <br /> <br />D Basin Outflow (Compacts and <br />other requirements) <br />.
