At
least 450,000 addilional acre-feet could be consumptively used
slalewide, Figure 8 shows existing water use and pOlenlial future
water development by Water Division.

Within Colorado, waler is distribuled according to Ihe prior ap-
propriation doctrine, and as such is governed by Colorado law
and interstate compacts, As of 1990, there were 10,880 reservoir
storage righls allowing a total absolute rig hi (i,e" a right cur-
rently placed to some beneficial use) of 8,748,000 acre-feel and
a lotal condilional right (i,e" will be placed to some beneficial
use at a future date) of 21,754,000 acre-feel. There were also
56,181 direct flow rights with a lotal absolute right of 310,300
cfs and a lolal conditional right of 250,600 cfs, Given the tolal
statewide available supply of 15,600,000 acre-feet, it is clear Ihat
unappropriated water would no longer exist in Ihe state if all con-
dilional rights were to be developed. In addition, development
of conditional rights already granted would have to be curtailed
in some regions in order to meet Ihe state's compact obligations.

4-6

...
