<br />An informational newsletter shall be designed and distributed by the District to educate and <br />promote customer awareness on water conserving techniques and benefits. District personnel <br />shall be available to provide classroom presentations at local schools to educate elementary, <br />junior high and high school students on water conserving practices. <br /> <br />Customers can present their ideas and concerns to the Water System Manager, Those ideas wiIl <br />then be taken to the Board of Directors for review. The Board can adopt changes as warranted. <br /> <br /> <br />s and Enforcement Procedures for <br />limes of Severe Water Shortages <br /> <br />OBJECTIVES: <br /> <br />. To enforce water conservation practices during times of severe water shortages which will <br />reduce water waste. <br /> <br />. To provide the means to penalize anyone who violates the water conservation regulations <br />during severe water shortages. <br /> <br />These measures could be adopted as full-time measures or in time of severe water shortages. <br /> <br />L Landscape irrigation shall not be allowed between 10:00 a.m. and 10:00 p.m. <br /> <br />2, No "hosing down" of hard surface areas, including sidewalks, driveways. streets, patios, and <br />parking lots. shaIl be allowed. <br /> <br />3. Restaurants shaIl not serve drinking water to any customer unless expressly requested. <br /> <br />4. Potable water for use in general construction and other non-domestic uses in construction <br />such as dust control, shall not be used if other methods of water sources such as reclaimed <br />water are available, as determined by the appropriate utility designee. <br /> <br />5. Any broken or defective plumbing. sprinklers, watering or irrigation systems which permit <br />the escape of leakage of water shaIl be repaired or replaced as soon as possible and no longer <br />than the time period established by the Manager of the District, or his designee, as <br />reasonable after observation of the broken or defective system. Water use will be prohibited <br />until repairs are made. <br /> <br />Violation of these regulations will result in the following: <br /> <br />L First Offense - If the District becomes aware of any violation of the provisions of the <br />ordinance, a written notice shall be left on the property and mailed to the person billed for <br />the service where the violation occurs. The written notice shall describe the violation and <br />identify how the violation can be corrected and order the violation abated, The process for <br />further fines and penalties for non-compliance of the ordinance shaIl be described. <br /> <br />2. Second offense - If the District becomes aware of a second offense, a more severe written <br />notice wiIl be left on the property and mailed to the person billed for the service. <br /> <br />If the District becomes aware of a second offense, a fine of $25 shall be imposed. <br /> <br />3. Third Offense - If the District becomes aware of a third offense, a fine of $50 will be <br />imposed. <br /> <br />4. Fourth Offense - If the District becomes aware of a fourth and subsequent offense, a flow <br />restricting device wiIl be installed in the service line of the customer, The customer shall <br />bear the cost of the enforcement action. <br /> <br />Water Conservation Program <br /> <br />10 <br />
