Evaluation and Monitoring Program Results

Each year the Water System Manager will evaluate the performance of the Water Conservation
Program. This evaluation will attempt to determine how well each part of the Water
Conservation Program is working.

The following criteria will be used to evaluate the conservation program:

Leak Detection: If leak detection is working , the amount of unaccounted for water should
decrease. Changes in unaccounted for water will determine how successful the leak detection
program is and whether or not it is cost effective to continue the leak detection program.

Public Open Space Management: Through public open space management, metered water
usage for public properties should decrease. This metered usage will be monitored periodically.
If usage doesn't decrease, further measures will have to be taken including Xeriscape
improvements and further education.

Plumbing Fixture Requirements: The District calculates the Average Day Sold per Account (in
gallons). If customers are using ultra low volume fixtures, this figure should decrease.
Depending on what this figure does over time, the District will know how much public education
is necessary to promote water conserving fixtures.

Water Audits: After the District completes a water audit for a home or business, the metered
usage for that account will be tracked to see if water usage does decrease. If usage doesn't
decrease, a follow-up visit will be made to see if the suggestions from the audit were
implemented.

Public Education: It will be hard to specifically identify how well public education promotes
water conserva.tion However) throneh ::I eonet p.nlll~Minn pToer::lm, ~ter r-onc;("rvation shoulrl
improve in all the areas identified above,

Water Conservation Program

11
