About 68% of the in-town residential units and about <br />55% of the out-of-town residential units are seasonal use. <br /> <br />2.5 Role of Water Use Efficiency <br /> <br />Water use efficiency has an important role for the Town and the customer. For the Town <br />it preserves the capacity of the system for future use. Those future uses include <br />commitments in the service area and uncommitted uses in the service area that are <br />important to the Town such as affordable housing. Also for the Town, requiring and <br />supporting water use efficiency embraces the spirit of the Town's mission statement in <br />regard to protecting the environment Specifically water use efficiency keeps more water <br />in the river during low flow periods, which benefits fish and other aquatic biology. Also <br />reducing water use means the Town will have enough water for all during times of <br />extended drought and low stream flows. For the customer water use efficiency can mean <br />lower costs and therefore it is more likely that customers will act voluntarily to reduce <br />water use. <br /> <br />Section 4. Public Process <br /> <br />The Town staff will review this draft water conservation plan before it is published and <br />made available for public comment It will be available at Town Hall, Public Works, and <br />posted on the Town's web site. The notice of soliciting public comments, public <br />meetings, and plan availability will be advertised as a public notice in the paper, noted on <br />the water bills, posted in conspicuous public places such as Town Hall, and Public <br />Works, and posted on the Town's web site. After a minimum 60-day public comment <br />period the Council will adopt the plan. <br /> <br />Section 5. Program Implementation <br /> <br />Please refer to Section 2, sub-section 23, existing and future water conservation <br />measures for what has been implemented and what is proposed. The process for <br />monitoring and evaluation was discussed in this section also. The public will be notified <br />of the Town's water conservation periodic activities such as leak detection surveys, the <br />results of the water audits, the use of hydrants, the notice of drought restrictions, and the <br />addition of other water saving measures or incentives. <br />
